Papara was a popular e-wallet in Türkiye, but since May 2025, following a criminal investigation into illegal betting and money laundering, it has been run by Türkiye's Savings Deposit Insurance Fund (TMSF). The central bank revoked its licence in October 2025, and an administrative court suspended that decision in December 2025; the case continues.
Our advice
- Use a bank account for salary, rent and main transfers.
- If you use Papara or another e-wallet, don't keep large balances.
- Check the licence status of any e-wallet before using it.
